The Standard for Indian Government Websites.
Quality, Accessibility, Security.
Built In, Not Bolted On.
GIGW 3.0 is the mandatory framework for central and state government websites, apps, and portals in India - covering quality, accessibility, security, and lifecycle management. We help you meet its checkpoints and get certification-ready.
What is GIGW 3.0?
GIGW (Guidelines for Indian Government Websites) is the framework issued by India's Ministry of Electronics and Information Technology (MeitY) for building and running government websites, apps, and portals. GIGW 3.0, released in 2023, is the current version - replacing GIGW 2.0 and aligning its accessibility requirements directly with WCAG 2.1 Level AA.
At D2i Technology, we help government departments, PSUs, and their vendors test and remediate against GIGW 3.0's checkpoints across quality, accessibility, security, and lifecycle management, and prepare for STQC audit and certification.
GIGW 3.0 isn't optional guidance - it's the operative standard central and state government entities are expected to build to, and it's the practical mechanism through which the RPwD Act's ICT accessibility mandate is implemented for the public sector.
GIGW 3.0 Essentials
How GIGW Has Evolved

GIGW 1.0
2009Introduced by NIC and adopted by DARPG into the Central Secretariat Manual of Office Procedure, establishing baseline standards for government websites.
GIGW 2.0

GIGW 3.0
2023The current version, restructured around quality, accessibility, security, and lifecycle management, with direct alignment to WCAG 2.1 AA.
The Legal Backdrop Behind GIGW 3.0
GIGW 3.0 is the practical mechanism through which India's disability rights law reaches government websites
RPwD Act, 2016
India's disability rights law. Sections 40-46 mandate accessibility standards for government ICT, which GIGW 3.0 exists to operationalize for websites and apps.

GIGW 3.0 Compliance Focus Areas
GIGW 3.0 organizes its checkpoints into four areas, each with its own audit criteria
Quality
Ensuring a user-friendly, well-structured experience for every visitor.

Security
Protecting government platforms and user data against threats.

Key Compliance Requirements
Four practical areas every government website or app has to get right
Document Accessibility
PDFs, Word files, and other government documents need proper structure, tagging, and alternative text - not just accessible web pages.
Security & Hosting
SSL/TLS, CERT-In empanelled hosting, and regular security audits are baseline expectations for government platforms.
Policy Integration
Content moderation, copyright notices, and privacy policies need to be in place and kept current.
