European Accessibility Act

One Directive.
27 Member States.
A Single Accessibility Standard.

The European Accessibility Act (EAA) has applied since June 2025, requiring key digital products and services sold in the EU to meet EN 301 549 and WCAG-based accessibility standards. We help you test, remediate, and document compliance across every member state you operate in.

What is the European Accessibility Act?

The European Accessibility Act (EAA), adopted in 2019 and applicable across the EU since June 2025, harmonizes accessibility requirements for key digital products and services - computers, smartphones, e-commerce, banking, e-books, and transport-related services - across all 27 member states.

Its technical backbone is EN 301 549, the European standard for ICT accessibility, which itself points to WCAG 2.1 Level AA for web and software content. At D2i Technology, we test and remediate against these exact requirements, so a single compliance program covers your entire EU footprint.

Unlike earlier EU rules that mostly targeted public-sector websites, the EAA reaches deep into the private sector - meaning most businesses selling digital products or services into the EU now have a direct legal obligation to be accessible.

What the EAA Covers

The Act targets specific product and service categories central to everyday digital life

Consumer Hardware

Computers, smartphones, ATMs, ticketing, and self-service check-in machines.

E-Commerce & Banking

Online stores and consumer banking services, including apps and payment terminals.

Transport Services

Air, bus, rail, and waterborne passenger transport websites, apps, and self-service terminals.

E-books & Media

E-readers, e-book platforms, and audiovisual media services and their apps.

Who Must Comply?

The EAA reaches manufacturers, importers, distributors, and service providers alike

E-commerce and online retailers
Banks and consumer financial services
Transport operators and their digital services
Hardware manufacturers and importers

Micro-enterprises - fewer than 10 employees and under €2 million in annual turnover - are exempt from most service-related EAA obligations, though the products they sell still need to comply.
